First, i would like to say that i love Programmer's Notepad over every other text editor. I love it, that's for sure. Simple yet powerful, nice customization options and language support. Making my PHP scripts was never so easy.
Well, the suggestion i propose is add a 'converter' for special character. So, when i write something like ã, é or ç and other characters like that, PN automatic (or after push a button) convert them to &ati lde;, &ea cute; or &cce dil;. (i added a space in the middle of code 'cause browser is converting them.)
Currently i'm losing a consider amount of time opening DW just for that - since my current computer is not good, it takes lot of time to open.
I write all my text in PN, open Dreamweaver, throw text in and get the source-code of text and paste back in PN. Or when the texts are small, i write manually all those codes...
And that is my suggestion. That is the only thing i miss at PN. And i dont think might be so hard to implement. (Ok, i don't know anything about programming c+, VB and etc so i might be wrong)
For example, things with ~ are written &{the letter}tilde; (ñ = &nt ilde; / Ã = &Ati lde; / etc) so its just make a 'Special Character searcher' lol
(again i added a space in the middle of code 'cause browser is converting them.)
